Maximiliano Frey specializes in environmental policy and the circular economy, leading projects aimed at building more resilient futures. He currently serves as Sustainability Project Manager at Fundación Chile—the country’s largest innovation-driven NGO—where he acts as a bridge builder between the public and private sectors to accelerate transformational change in the waste sector.
He has developed public policy proposals to advance sustainable development and has contributed to cutting-edge research on plastic pollution and waste management systems in Latin America. Through this work, he has collaborated closely with companies, local governments, and international organizations, including the Inter-American Development Bank (IDB), the Climate and Clean Air Coalition (CCAC), Oceana, the World Bank and the Global Plastics Policy Center.
In August 2025, Maximiliano was part of Chile’s national delegation to the Intergovernmental Negotiating Committee (INC-5.2) for the development of a legally binding international instrument on plastic pollution. He is also a member of the coordination team of the recently launched Youth Plastic Action Network (YPAN) of the United Nations Environment Programme.
A compelling storyteller and systems thinker, Maximiliano has spoken at international forums such as eMerge Americas (Miami), Ellen MacArthur Foundation Plastics Workshops (Belgium), and the Beating Plastic Pollution: Solutions Day at the World Economic Forum (Geneva). He has published in the scientific journal Sustainability and was recognized with one of the Best Theses Awards in 2023 by the Parliamentary Academy of the Chamber of Deputies of Chile. These achievements have led him to become one of the youngest adjunct professors at the School of Government of the Pontificia Universidad Católica de Chile.
