Was Congressional Staff Coordinator for the Senate delegation to the UN Conference on Environment and Development; was Official Member, US Delegation to Negotiations on the Framework Convention on Climate Change and the Antarctic Protocol. 1993, Deputy Assistant to the President and Director, White House Office on Environmental Policy; established Office on Environmental Policy. December 1994, appointed Chairman, Council on Environmental Quality, responsible for development of environment, energy and natural resources policy for the Administration and senior adviser to the President on the domestic and international dimensions of these issues.
