Guidelines for a Sustainable Aviation Fuel Blending Mandate in Europe

Developed through the World Economic Forum’s Clean Skies for Tomorrow (CST) coalition, stakeholders across the European aviation value-chain have aligned on this policy report to inform the EU’s RefuelEU initiative and the UK Government, building on the analysis and recommendations in the first CST EU policy report published in October, 2020.

This second report address key additional considerations regarding the feasibility of a potential sustainable aviation fuel blending mandate, including implementation targets and timelines, potential challenges around competitive distortion and carbon leakage, and appropriate measures of public support for airlines and fuel producers.
