In 1991 graduated from Political Science, Faculty of Philosophy of the Moscow State University.

In 1991-1992 worked at the State Economic and Planning Committee of the Republic of Azerbaijan

In 1992-1993 worked at the Ministry of Foreign Economic Relations of the Republic of Azerbaijan

In 1994 graduated from faculty of foreign economic relations of Azerbaijan State University of Economics

In 1994-2003 worked at SOCAR's Foreign Economic Relations Division in 2003-2007 at SOCAR's Marketing and Economic Operations Department

In 2000 graduated from the All-Russian Foreign Trade Academy with specialty in "World Economy"

In 2007-2010 worked as vice-president of SOCAR for Ecology

In 2010-2018 worked as General Director of SOCAR's "Azerikimya" Production Association and from October as a chairman of the Supervisory Board

In 2010 and 2015 elected to the Milli Mejlis of the Republic of Azerbaijan

Since 23 April, 2018 appointed as the Minister of Ecology and Natural Resources of the Republic of Azerbaijan
