Prof. Joisa Dutra is the Founder and Director of the Center for Studies in Regulation and Infrastructure (CERI) at Fundação Getulio Vargas (FGV) in Brazil since 2011. She served as the Director of the Brazilian Electricity Regulatory Agency (ANEEL) from 2005 to 2009. She was a visiting professor at Harvard Kennedy School in 2010 and at the University of Queensland in 2013.
Her research focuses on the economics and regulation of energy and infrastructure industries, including auctions, procurement, contracts, governance, financing, and risk management. She holds a Ph.D. and MSc. in Economics from FGV’s Graduate School of Economics, where she is a professor.
Prof. Dutra is a Board Member of SANEPAR and the Brazilian Independent System Operator (ONS), and a former Board Member at BNDES. She is also a member of the Global Future Council on Energy Transition at the World Economic Forum.
