Executive Director, Center for Space Policy and Strategy, The Aerospace Corporation

Beginning in 2017, Executive Director of the Center for Space Policy and Strategy (CSPS), a project of The Aerospace Corporation. Aerospace is a non-profit chartered as a US Federally Funded Research and Development Center to provide technical support to a wide range of space activities. The Center exists to provide non-advocate insight into the most complex problems in space, operating at the intersection of technology and policy.

From 2014 to 2017, Director, Cost Assessment and Program Evaluation (CAPE), US Department of Defense, leading a team of analysts and operations researchers who develop the department’s Future Years Defense Plan (5 year budget) and produce cost projections as well as cost-benefit assessments on all major US military acquisition programmes.
Previously, five years as the US Air Force's Assistant Secretary for Financial Management (CFO), responsible for the air force’s budget, cost and economic analysis programmes, and accounting and finance operations. From July 2012 - April 2013 additionally served as Acting Under-Secretary and Chief Management Officer of the Air Force, including work as the lead headquarters official for space and energy issues.
Prior experience with various think tanks, as an international economic development consultant, and with the US Senate Budget Committee as the lead analyst for the defence and foreign affairs budgets.
BSc in Foreign Service, Georgetown University; MSc, London School of Economics; PhD, Yale University.
