Dagmar Vogel, Head, Infrastructure Financing Division, Swiss State Secretariat for Economic Affairs

Dagmar Vogel has been leading the Infrastructure Financing Division of the Swiss State Secretariat for Economic Affairs (seco) since May 2007. Jointly with a team of water, energy and development experts she has been managing the infrastructure financing program for international development cooperation of the Swiss Government. Key sectors of the program include urban development, drinking water supply, sewage and waste management, energy and transport. Ms. Vogel is responsible for the infrastructure program covering transition (Eastern Europe) and developing countries. Previously, since 2000 she has been the deputy head of division and senior program manager for the seco infrastructure programs in Central Asia, Latin America and South-Eastern Europe.

From 1991 to 1999 Ms. Vogel has been working as a consultant for a large, international engineering company in Switzerland. She has been assessing environmental and social impacts of large water and energy investment projects and has been advising governments and financers on reforms and compensation schemes for project implementation.

Ms. Dagmar Vogel is a graduate of Zurich University (1994). She earned a degree in Natural Sciences and Economics, with specialization in Environmental Economics and Development Cooperation. In 2005 she graduated in Banking and Finance under the Executive Program at the Swiss Finance Institute.
