Aisha Miran

Assistant Secretary-General, Strategy Management and Governance Sector, Dubai Executive Council

Aisha Miran has over 13 years of experience within the public sector, with specific focus in setting the strategic agenda for the Executive Council and its Sector Committees and assisting in decision making.

Aisha has expertise within the realm of strategy management, as well as knowledge within a multitude of disciplines including strategic planning, performance management, policy making and governance within the public sector. She was responsible for the setup of a world-class strategy execution system across the Government of Dubai, which assists in managing the execution of Dubai Strategic Plan 2015 and realizing the Emirate’s Vision. This system has been internationally recognized as a best practice in the Hall of Fame Award.

In addition, Aisha introduced ‘Qarar’, the Dubai Government’s integrated smart decision support system, which was launched under the patronage of HH Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council. Through the system, information flows freely from information owners, to government entities, to sector committees, to The Executive Council, and to the Ruler of Dubai, so that this information is available when required.

Besides that, through her commitment and dedication, Dubai was awarded the first of its kind in the world certificate, ISO 37120 Platinum level, which was newly introduced for cities in November 2014, along with eight other global cities.

Moreover, under her leadership, she led Dubai Government team in updating the Emirate’s strategic plan for 2021 (Dubai Plan 2021), which was launched by HH Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice President, Prime Minister, and Ruler of Dubai in December 2014.

Also, under the patronage of HH Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council, and with close supervision of HH Sheikh Mansoor Bin Mohammed Bin Rashid Al Maktoum, Chairman of the Supreme Committee for the Protection of Rights of People with Disabilities, Aisha is currently responsible to liaise and coordinate government wide efforts to transform Dubai into an accessible friendly city by 2020.

Furthermore, Aisha led the team in developing “Dubai Government Towards 2021” initiative, which was launched by HH Sheikh Hamdan Bin Mohammed Bin Rashid Al Maktoum, Crown Prince of Dubai and Chairman of The Executive Council, during the 2nd Government Summit in February 2014.

Within her current role in strategy management and governance, Aisha has been working on building the organizational capabilities and governance systems within the Government of Dubai, as well as developing cross cutting government policies and strategies such as Dubai Fashion Strategy 2020, International Humanitarian City Strategy 2021, Private Schools Fees Restructuring Policy, Dubai Government Fees Policy, …etc.

Prior to that, Aisha started her professional career with The Executive Office, a private office of HH Sheikh Mohammed Bin Rashid Al Maktoum. She worked on multiple projects such as the establishment of Dubai Institute for Human Resource Development and Dubai Government performance management system.

Aisha obtained her EMBA from the American University of Sharjah, has an Executive Diploma in Public Administration from the National University of Singapore, is certified in Balanced Scorecard Practice and is a graduate of Mohammed Bin Rashid Program for Leadership Development. She has showcased Dubai Government in many international conferences and co-authored multiple cases on Dubai Government experience in performance and strategy management.
